first of all you are very lucky to have blue eyes and blonde hair. and the girls that have blue eyes at my school use black eyeliner and mascara. it really makes the blue in your eyes stand out. also use a light pink gloss it looks good with the contrast of the black on your eyes. bronzer helps tooMakeup for blonde hair, blue eyes?
Blue Eyes:

As a general rule, those with blue eyes should look for eye makeup in gray, violet, taupe, purple, and deep blue. Many have found using a dark shade of blue will actually bring out the more natural blue tones in your eyes; giving you a brighter and more vibrant look.

Drugstore Suggestions:

Violets and Purples: CoverGirl Eye Enhancers, Trio Eye shadow, Dance Party, ~$5.00

Blue: Rimmel Colour Rush Quad Eyeshadow, Smokey Blue 004, ~$6.00

Taupe: CoverGirl Eye Enhancers - Single Eye Shadow, Tapestry Taupe, ~$4.00

I'm not sure which of the following two you are, so you decide:

Spring complexions have golden undertones and are usually creamy white or peach. Spring people generally have straw-colored or strawberry red hair, freckles, rosy cheeks, and blue or green eyes.

Springs can wear warm colors like camel, peach, golden yellow and golden brown. Avoid dark, dull colors.

Summer complexions, like winter complexions, have blue or pink undertones. Skin is pale and pink. Summers are often natural blondes or brunettes with pale eyes.

Summers should choose pastels and soft neutrals with rose and blue undertones. Lavender, plum, rose-brown and soft blue complement summers well while black and orange do not.
use 3 shades of a color starting with the lightest toward the nose and apply a darker shade as you progress towards the outside. use black mascara and either a dark blue or brown eyeliner. If you're going out try darker shades and if its just for an every day casual look go for the light or even skin tone colors.
i like pink or purple shadow on blue eyes. maybe brown
